That's the only encoding I've seen(and yes it is used, look at a calculator that can use hexadecimal).

I think you misunderstand. It doesnt convert the names themselves to hex, It just replaces them with ascending hex values.
For example, the first function is renamed f000000 (), the second f000001 (), and so on. On that note, the first variable is v000000, the second v000001, an such. Also, the comments are deleted. It still works, It's still readable, It's just that it's downright inconcievable that you would be able to make much sense of it at all.

Oh, whoops, :P I was under the impression you were talking about hex to roman alphabet, as in 13 = D, 14 = E, 15 = F, and so on (so 16 = G and such). But, yeah, hex, that makes more sense.

41 in hex equals A in roman, while 7A equals Z. U can feel out the middle on your own =)
